Pastor Inge-Lise Wagner is a priest and serves circus folk, tramps and other wanderers. Because of her untraditional approach and views, the Danish Lutheran Church has tried to deprive her of the right to practice as a minister on several occasions. The heart of her priesthood is the distinction between rules made by man and those made by God. She has often criticised the state church for putting man-made rules before God's. This film is an intense, subtle portrait of a woman who does not waver in the face of adversity and who is prepared to go through fire and water in defence of her views. Due to Inge Lise Wagner’s personal values in relation to the Danish Lutheran Church, the documentary involves other established religious beliefs in order to establish the boundary between rules made by man and rules made by God. The documentary addresses theological issues and questions common to all mankind; and introduces a refreshing and essential discussion of the Danish Church.
